Executive Director


Jeff Mullan, who has been involved in Massachusetts transportation issues for more than 20 years, is the Executive Director of the Massachusetts Turnpike Authority.  He was appointed to the position in May of 2009, having previously served as the Undersecretary at the Executive Office of Transportation and Public Works (EOT) since March of 2007, and had assumed the duties of Chief Operating Officer in 2008.  He has been very active in the issues related to transportation reform during his time at EOT.

Prior to 2007, he worked for 14 years at Foley Hoag LLP, where he was a partner and the co-chair of the firm's administrative law practice. While at Foley, he represented many public sector clients on redevelopment and transportation projects, and was involved in major initiatives such as the Central Artery/Tunnel Project, the Greenbush commuter rail line and the Route 3 North project.  He also represented the Commonwealth in the creation of the Rose Fitzgerald Kennedy Greenway Conservancy in 2004.   Before joining Foley Hoag, Mullan worked at the Massachusetts Highway Department as Right of Way Manager on the Central Artery/Tunnel Project.  He is a member of the Metropolitan Planning Council.

A Worcester native, Mullan is a graduate of the University of Massachusetts and earned a JD from the Suffolk University School of Law. He, his wife and three teenage sons live in Milton, where he is a member of the Board of Appeals.

Chairman of the Board


The Secretary of Transportation James A. Aloisi, Jr., serves as chairman of the Massachusetts Turnpike Authority Board of Directors.  Appointed by Governor Patrick in January 2009, the Secretary directs the Executive Office of Transportation and Public Works (EOTPW) and has direct oversight of the Massachusetts Highway Department, the Registry of Motor Vehicles, and serves as the Chair of the MBTA Board of Directors, and the Massachusetts Aeronautics Commission. As Secretary, he also serves on the board of the Massachusetts Port Authority.

Secretary Aloisi has had a distinguished career in public service with the Commonwealth of Massachusetts. After five years as Assistant Attorney General, he then served as Chief Legal Counsel to the Massachusetts Department of Revenue, Assistant Secretary of the Executive Office of Transportation and Construction, and General Counsel to the Massachusetts Turnpike Authority.

Most recently, Secretary Aloisi was a Director in the Boston law firm of Goulston & Storrs.

Secretary Aloisi received a Bachelor of Arts from Boston College. He was graduated from Boston College Law School and is a member of  the Massachusetts Bar. He also holds a Master of Liberal Arts from Harvard University.

Board Member


Michael P. Angelini was appointed to the Board of Directors of the Massachusetts Turnpike Authority by Governor Deval Patrick in August of 2007.  He is Chairman of the law firm of Bowditch and Dewey in Worcester, Massachusetts and Chairman of the Board of Directors of Hanover Insurance Company.

Angelini is a past president of Worcester County Bar Association, a former member of the state's Judicial Nominating Committee and is a fellow of the American College of Trial Lawyers. He is actively involved in a large number of community organizations in Central Massachusetts and was the winner of the 2005 Isaiah Thomas Award, which is given annually to a Worcester citizen for community leadership.

Specializing in business trial and transactional work, Angelini has been practicing law since 1968. He is a graduate of Duke University School of Law and Wesleyan University.

Board Member

Mary Z. Connaughton, CPA, was appointed to the Board of Directors by Governor Mitt Romney in September 2005.  She is currently a partner in the business development firm of Ascentage Group (formerly Henniker River Group) and an adjunct accounting instructor at Framingham State College.  Additionally, she serves on the Massachusetts Commission on Judicial Conduct.  

Connaughton held the position of senior manager on the audit staff of Ernst and Young in the Entrepreneurial Services division and was Chief Financial Officer of the Massachusetts State Lottery.  Her other experience includes working as a financial consultant/CPA both independently and for a local firm and being chief financial officer of a privately-held company.  She was previously vice-chair of the Framingham Finance Committee and served on the board of directors of Commonwealth Corporation. 

She earned a B.B.A. in Accounting and a B.A. in English from the University of Massachusetts at Amherst.   She is a member of the Massachusetts Society of Certified Public Accountants and the American Institute of Certified Public Accountants.


John R. Jenkins
Board Member


John R. Jenkins, a Natick resident, was appointed to the Board of Directors of the Massachusetts Turnpike Authority by Governor Deval Patrick. He is President of West Insurance Agency, Inc..  He is also President of Comzer Insurance Agency, LLC.   

Jenkins' experience includes nearly 30 years as a senior corporate executive, most recently as Senior Vice President of Global Operations, and a member of the Executive Committee of a local Fortune 500 company.  He is currently a Trustee of Roxbury Community College, and is a member of the Board of Directors of Samaritans, Children Services of Roxbury/United Homes for Children, the Massachusetts Pre-Engineering Program (MassPep) and Sovereign Bank of New England.  He is also a trustee of the State of Massachusetts Health Care Security Trust. 

Jenkins has an MBA from the Katz School of Business of the University of Pittsburgh, and a JD from Suffolk Law School.

Board Member

Judy Pagliuca was appointed to the Board of Directors by Governor Mitt Romney in July 2006.   She was a Vice President and Portfolio Manager of Fidelity Management and Investments, specializing in domestic and international bonds.  She worked at Fidelity from 1984 to 1994.

Pagliuca is involved in the Boston Celtics Shamrock Foundation and the Massachusetts Society for the Prevention of Cruelty to Children and is on the Board of Advisors for Rosie's Place. She has served as a Trustee of Mass Development and is Trustee Emeritus of the Meadowbrook School of Weston.

Originally from Chicago, Pagliuca graduated from Harvard Business School and has a Bachelors of Mechanical Engineering from the University of Illinois.  She has four children between the ages of 13 and 23.
